Short answer: "Not Shipped" means the seller hasn't completed the order on Etsy yet, which is normal until the ship-by date on your receipt. "Pre-transit" means "the seller added a tracking number and it is pending scanning at the shipping facility." Quiet cross-border tracking is expected: Etsy itself says some international shipments "won't show tracking once the order leaves the departing country." The clocks that protect you: message the seller via Help with order, wait 48 hours, and a non-delivery case unlocks 7+ days after the maximum estimated delivery date, with a 30-day window to use it.
The five statuses, in Etsy's own words

One status you will not find: "out for delivery" is not an Etsy status. That phrase belongs to the carrier's own tracking, visible when you follow the tracking number to the carrier's site. It means the same everywhere: on the van, arriving today.
Why "Not Shipped" is usually fine
Etsy is handmade and made-to-order at scale, and its rules are built around processing time: "how much time you need to get an order ready to ship," which for custom orders "will include the amount of time it takes to create the custom item." Processing starts the day after purchase, and it produces the ship-by date on your receipt, "the date that you commit to ship an order to the buyer."
So the honest checkpoint is not the day you ordered, it is the ship-by date. Etsy's estimated delivery math is stated as a formula: "Processing time + Carrier transit time = Estimated Delivery Date." If the estimated date passes and the order still shows Not Shipped, Etsy's advice: "it's possible that the seller forgot to mark the order as complete on Etsy or hasn't shipped it yet. If you need clarification, go to your Purchases page and select Help with order."
Tracking quirks worth knowing
- Tracking is not guaranteed. "Not all shipping methods include tracking information. If a tracking number for your item was not provided, contact the seller for help."
- The Track Package button only appears when "the seller used a shipping carrier that is directly supported by Etsy and has added a tracking number." Otherwise the number lives under View Receipt.
- International orders go quiet by design: "Some international or cross-border shipments won't show tracking once the order leaves the departing country. - Customs is on you: per Etsy's cases policy, "buyers are responsible for paying any customs duties, import duties, or other charges," and parcels lost because those charges went unpaid do not qualify for Purchase Protection.
Who actually delivers Etsy orders
Whoever the seller chose. For sellers buying labels through Etsy (available in the US, UK, Canada and Australia), Etsy names the carrier list: "Australia Post, Canada Post, FedEx, Global Postal Shipping, UPS, USPS, Royal Mail, Evri." Order hasn't arrived: the exact clocks
Etsy's process is sequential, and each step has a published trigger:
- First, always: message the seller via Help with order. This is mandatory: "the first thing they must do is contact the seller directly via the Help with Order link."
- 48 hours. If the seller hasn't resolved it "within 48 hours, buyers can open what's known as a 'case.'"
- Non-delivery cases unlock late: "You can only open a non-delivery case 7+ days after the maximum estimated delivery date that was provided at checkout has passed."
- The window closes: you have "30 days from your order's estimated delivery date" to open the case.
- The hard limit: "Refunds processed by Etsy must take place within 180 days of the date of the transaction."
Before any of that, Etsy's own lost-package checklist applies: check with household members, wait a day if it isn't time-sensitive, ask your local post office, and check with neighbors. The generic version is in package says delivered but not received.
What Purchase Protection actually promises
For qualifying orders, "you will receive a full refund if your item arrives damaged, is not delivered, is not as described, or arrives 7+ days after the maximum estimated delivery date provided at checkout." The refund is genuinely full, "including all taxes and shipping costs," to your original payment method or as Etsy credit. Exclusions: events outside the seller's control ("a carrier strike, severe weather event, war, civil unrest"), unpaid customs charges, and orders where you already filed a chargeback, since "a buyer can only use one method of dispute resolution."
One reassurance if you feel bad opening a case against a small maker: Etsy states that "an occasional case opened against a seller will not negatively impact them or their shop," and for orders up to $250, "Etsy will refund buyers... and sellers will not be held responsible."
