'Customs Declaration Completed' Meaning: Export vs Import, What the Scan Says, What Comes Next, and How Long

"Customs declaration completed" is one of the earliest customs words on a cross-border tracking page, and one of the most misread, because "completed" sounds like the end of customs when it is the start of it. People search it with "export" in front, with "China" in front, with "Pinduoduo" or "AliExpress" after it, and often as "custom declaration completed". This page explains what the scan records, how it differs from "customs clearance completed", which country's customs it refers to, what should follow, how long the quiet after it normally lasts, and when it has gone on too long.

Short answer: "Customs declaration completed" means the declaration for a customs step has been lodged with the customs authority and accepted. It is paperwork, not release. On parcels from China, including AliExpress, Temu and Pinduoduo orders, it is almost always the export declaration: customs in China has accepted the paperwork for the parcel to leave. The flight, the arrival in your country and the import clearance, which is the clearance that decides delivery and any charges, are all still ahead. "Customs clearance completed" is the different scan that marks the end of customs in your country. The export declaration scan needs no action from you; the next scans are the departure and the long quiet stretch of the international leg.

Declaration and clearance are different events

ScanWhat it recordsWhich country, usuallyWhat is left
Customs declaration completed / export customs declaration completed / China customs declaration completedThe declaration has been lodged and acceptedThe origin country (China for marketplace orders)Departure, flight, arrival, import clearance, domestic delivery
Export customs clearance completed / export clearance successThe parcel has been cleared to leaveThe origin countryThe same as above; the departure scan usually follows within a day or two
Awaiting customs clearance / customs clearance in progressThe parcel is in the queue or being checkedYour countryThe release, then the handover to the domestic carrier
Customs clearance completed / customs releasedCustoms in your country has released the parcelYour countryDomestic delivery, a few days at most

The word to look for is "declaration". A declaration is a document; clearance is a decision. The export clearance scans, including the "export customs clearance completed" family, are explained in export customs clearance completed meaning; the import release is in customs clearance completed meaning.

The variants people search, decoded

  • Customs declaration completed. The plain form, on AliExpress and Temu feeds; the export declaration has been accepted.
  • Export customs declaration completed. The same scan with the direction spelled out. The parcel may not have physically left yet; a departure scan usually follows within a day or two.
  • China customs declaration completed / export customs declaration completed CN. The same scan with the country named; "CN" is the country code.
  • Customs declaration completed (Pinduoduo). Pinduoduo orders shipped from China show the same milestone; the next scans are the airport and transit scans.
  • Custom declaration completed. A spelling variant of the same scan in some feeds.

None of them means the parcel has cleared customs in your country, and none of them needs any action from the buyer.

What comes next

  1. Departure. "Departed from the origin country", "flight departure", "in transit to airport", "departure from outward office of exchange" on postal feeds, or a plain "in transit".
  2. The quiet stretch. The international leg is where tracking is quietest; several days without a scan is normal, and for economy or surface services it can be longer.
  3. Arrival in your country. "Arrived at destination country", "arrived at destination airport" or "arrival at inward office of exchange".
  4. Import clearance. "Awaiting customs clearance" or "customs clearance in progress", then "customs clearance completed" or "customs released", then the handover to your domestic carrier. If duty or tax is owed, the request normally arrives at this stage; what it looks like and how to tell a real request from a fake one is in awaiting customs clearance meaning.

How long after "customs declaration completed" until delivery?

No carrier publishes a timing for the declaration stage, so this is a practical reading rather than a rule. From the declaration to the arrival scan in your country is usually several days for air services and weeks for surface or economy services; from arrival to delivery, allow the import clearance and the domestic leg, typically a few days more. The estimated window shown on your order page covers the whole journey, and the declaration scan normally lands in its first third. How long the import clearance itself can take, and why, is in how long does customs clearance take.

"Customs declaration completed" but no update for days

This is the expected shape of the journey, not a fault. The parcel is inside a sealed dispatch or an air cargo consignment that is not scanned until it is opened at the other end. Work through it in order:

  1. Check the estimated delivery window on the order page. While it has not passed, silence after the declaration scan is inside the plan.
  2. Check whether the parcel is postal or courier. Postal items go quiet longest; the next scan is the inward office of exchange in your country.
  3. After the window has passed, contact the seller or the marketplace, not your customs office: customs in your country has not seen the parcel yet, and the carrier that will deliver it has not received it.

Do not assume a parcel is lost on a declaration scan. Almost all of them reappear with an arrival or import-clearance scan.

For merchants

The declaration scan is a true, early, reassuring event that reads as a false finish line, and it produces the same two tickets as the export clearance scan: "it says customs completed, why is it not here" a week later, and "it says customs, do I have to pay" on the day. A brand shipping cross-border sees both on its own feeds. The fix is to name the stages differently to the customer: "paperwork done, leaving China, flying to you, next update on arrival" for the declaration and export scans, and "in customs in your country" with a note on whether a payment is expected for the import stage, and to message only when the arrival scan is late against the expected window. Pango normalises postal, marketplace and courier customs events from every connected carrier onto one plain set of milestones in the customer's language and watches the gap between them rather than displaying the carrier's strings. If you ship internationally and want to see how your carriers' customs scans map onto one status set, start with carrier management software.

The bottom line

"Customs declaration completed" is the paperwork stamp at the start of the journey, not the release at the end. The export declaration has been accepted; the flight, the arrival and the import clearance in your country are still to come. Read it as progress, allow the quiet international leg, and involve the seller only when the estimated window has passed.

The declaration for a customs step has been lodged and accepted. On parcels from China it is the export declaration; the parcel has not cleared customs in your country.
